Is there a special tool for getting these to budge? There no special tool. The main cause of distress is those captive bolts that have square nuts locating into rectangular nuts cages on the underside of the floor. Turn the bolt head the nuts rusted on the bolt the nut turns with the bolt the nut destroys the aluminium nut cage.
That is a problem, because if you now try to drill through the bold, it all whizzes around on the end of your drill bit. Sock all the problem nuts with WD\ 40 or similar try multiple applications over several days. Than get some very small, thin rectangular steel strips that will push between the square nut and the sides of the nut and the cage a tight, solid unit. If you can persuade someone to lie underneath and hold each nut cage with a mole wrench or suitable open ended spanner, so much the better the strain then won’t be taken where the nut cages are spot welded to the floor. On the first go, don’t turn the bolt any more than 20 than back. Do this a couple of times and move on to the next fixing. If necessary, repeat the process.
The aim is to break down the rust’s grip gradually too much pressure and you’ll break the nut cage (or snap the bolt) it’s surprisingly effective you may get all or most out. And you’ll be able to drill those you can’t get out without the whole lot spinning in the remains of the nut cage.
