2.0 LITER SERISE 1

Light green engine paint that’s military. Take close look around your vehicle and compare it to others you’ll probably notice the remains of military fittings, or holes from removed kit. There could well military ID plates that have been painted over.
The tube you describe isn’t a Rover part, but such an item was sometimes fitted to military engines. The cap should have a watertight rubber seal. There were always instructions being issued to make modification to engine in service and to make clear what had been done to a particular engine, this tube played host to a slip of paper detailing the moods already carried out. This helped keep things straightforward for mechanics, and was a big help when vehicles were operating in combat theatres where the vehicle own paperwork could well have gone missing.
I haven’t heard of one fitted to a Land Rover before, though understand they were fitted to some ferret scout car engines. Because it’s there however I’d suggest you check the engine carefully for anything unusual it may turn out to be a specially modified version.
